I Found a solution...

Open Control Panel, open Pen & Touch, you'll find Press and Hold, only disable it!

The problem is, this is set in TWO places. Disabling in Pen Settings isn't enough. You also need to disable in Ease of Access Center. The setting is, ironically, under Make touch and tablets easier to use. A full walkthrough is at http://www.creativewithjaakko.com/category/personal-computing/

this does not even fix my problem. every "right click" (my pen's top upper finger button) is only registering as a left click. No matter what I assign my right click to.

In general all previous fixes for tablet issues on Windows 10 no longer work I'm noticing. I'm using a Huion tablet and pen that are experiencing most of the same issues as the Wacom.

My main issue is the circle popping up when I hold down my pen too long and subsequent freezing of the cursor representing my pen. I can no longer make art digitally because of this. I am thinking of possibly changing OS because of this, Windows has been failing to meet most of my computer needs for a couple years now which is rather disappointing since I've been using it since 95.

Same. I have been using a Huion Tablet on Windows 10 for almost a year now and ALL OF A SUDDEN this stupid circle has popped up today and made my tablet USELESS. I have spent hours on the internet trying every fix and now I realize this is all Windows. After this post, I AM getting a new operating system. This is stupid. When I start my computer, it slows down to a snails pace because they're sapping my disk (100% usage problem related to Cortana and Windows Defender) which was bad enough and now they've broken my tablet. I am so tired of spending hours of my off-time every day trying to fix what they've broken in their last update. Goodbye Windows!!

found a fix for this, after turning off all of the above settings already mention you need to go to:

Wacom Tablet Properties - Mapping - Untick "Use Windows Ink"

(psst windows this is a bad feature and nobody likes it okay)
